David McLennan is the president of Highland Energy (NS) Inc. and has over 20 years of experience in the landfill gas to energy industry in Canada, the United States and other selected international opportunities. He has successfully completed turn-key solutions in Kirkland, Quebec (1998 - ), and Sackville, Nova Scotia (2001 to the present), as well as landfill gas to energy projects in New York, Rhode Island and Massachusetts. His extensive expertise in the design, engineering, construction, commissioning, operation and management of landfill gas to energy projects gives him a unique appreciation for the potential –and limitations- of each project.
He has advised public and private organizations in a number of capacities, including as assessor, researcher (feasibility studies), problem solving specialist and as authority in early involvement in projects in Brazil, China, Costa Rica, Guatemala, Honduras, India, Mexico and the Philippines.
Mr. McLennan was a pioneer in the field of creating, verifying, and marketing emission reduction credits (ERCs) to a third party. In 1999, he conducted one of the first transactions of this kind with Ontario Power Generation, under the Ontario government sponsored PERT program. Mr. McLennan continuously monitors the ever evolving policies and potential opportunities in the national and international carbon credit market.
Mr. McLennan has been one of the founders of the Landfill Gas Industrial Alliance (LFGIA), a member of the Pilot Emission Reduction Trading (PERT) and has also served on the board of the Canadian Environmental Market Association (CEMA). Currently, Mr. McLennan is an active member of Landfill Methane Outreach Program (LMOP) and the Global Methane Initiative (GMI).
Les Carroll
Operations Manager
Mr. Carroll has worked with Highland Energy (NS) Inc. since 2008 and oversees all aspects of operations and maintenance at Highland’s generating facilities. He is a highly experience operations manager who has worked more than 20 years in the management and supervision of landfill gas to energy plants all over the United States.
Mr Carroll is responsible for Highland’s operations regarding the collection system and its optimization, including the testing and monitoring of wells, repair, maintenance and trouble shooting of lines. Mr. Carroll also oversees the daily operation and scheduled maintenance of Highland’s landfill gas to energy power plant.
